According to him, the document includes 10 points: "Unity," "Front," "Weapons," "Money," "Energy," "Security," "Communities," "Human Capital," "Cultural Sovereignty," "Heroic Policy."
The details are "still being written," the deputy notes, and the complete plan with appendices will be presented only in December.
What Zelensky's proposals entail:
- changing management approaches in the army: an institute of military ombudsman will be established; the Ministry of Defense and military command will develop a new contract system for citizens younger than the mobilization age (the state will not lower the conscription age);
- production of at least 30,000 long-range drones, increasing direct funding for brigades, and manufacturing 3,000 Ukrainian missiles;
- maximum localization of military procurement in Ukraine, insurance of military risks, deregulation, and de-shadowing of business;
- in energy – introduction of a regional sustainability passport by the end of the year, and a generation passport next year;
- modernization of shelter standards – utilizing shelters in schools and government institutions;
- in international relations – a number of diplomats will be replaced by the end of the year, and there are plans to create a Ministry for the Unification of Ukraine;
- in veteran policy: engaging veterans in public service, establishing rehabilitation departments in every community by 2025, additional payments for family doctors under contracts with veterans, and providing housing for veterans.
