Today, President Volodymyr Zelensky presented the Plan for Ukraine's Internal Resilience in the Verkhovna Rada. The plan consists of ten points, with more detailed information to be presented in December.

According to Zelensky, the Plan for Ukraine's Internal Resilience includes the following 10 points:

  • Unity: During the war, there will be no elections in Ukraine. Zelensky stated that the Constitution and laws do not allow elections during wartime. No one in the world is demanding this. Ukraine first "needs a just peace, and then Ukrainians will hold fair elections". The president also clarified that the entire plan will be further detailed with the involvement of civil society, businesses, and experts.

  • Front. Ukraine is not planning to lower the conscription age for military personnel, but a new contract system for fighters is being developed. (This refers to those who have not yet reached conscription age but wish to voluntarily go to the front to fight).

  • Weapons. The president announced an increase in direct funding for brigades to purchase drones. According to him, drones compensate for the shortage of artillery and ensure the destruction of enemy equipment. Next year, Ukraine plans to produce 3,000 cruise missiles and 30,000 long-range drones. This year, our country produced over 2.5 million rounds. Additionally, as part of this point, the introduction of a Technological Headquarters was announced. A military ombudsman will also be established.

  • Money. This point discussed the localization of production and procurement of Ukrainian goods, the de-shadowing of the economy, and insurance of military risks. It also aims to reduce the share of GDP redistribution and ensure safety for businesses from law enforcement.

  • Energy. Nuclear generation will be prioritized. Zelensky also announced the formation of resilience passports for regions (by the end of this year) and energy generation.

  • Security. The primary focus will be on strengthening the state border. Plans also include modernizing shelter standards.

  • Communities. The president announced improvements to tax conditions for frontline territories.

  • Human Capital. The implementation of a National Barrier-Free Standard, multiple citizenship, and the final elimination of the influence of the Moscow church. Additionally, a Ministry of Reintegration of Ukraine will be created, and a minister's candidacy will be presented by the end of the year. All vacancies for Ukrainian ambassadors will also be filled by the end of the year.

  • Culture. Zelensky shared plans to create a "Cultural Ramstein." There were also discussions about establishing a chair of Ukrainian studies at foreign universities.

  • Hero Policy. According to the president, plans are in place to establish rehabilitation departments in every community by 2025. An additional payment for family doctors for contracts with veterans was also announced. Furthermore, 11,000 specialists to assist veterans will be implemented next year. Work is also underway to create at least 80 veteran spaces.

The entire Resilience Plan, along with annexes, will be presented in December.

Recall that earlier, Zelensky presented in the Verkhovna Rada and at the EU summit a "victory plan". Later, the president shared how EU leaders reacted to his "victory plan".
