Police attempted to forcibly bring the mayor of Drohobych to the TCK to impose a fine for disrupting mobilization efforts.

The mayor of Drohobych in the Lviv region, Taras Kuchma, has been issued a fine of approximately 36,000 UAH for disrupting mobilization efforts. This information was reported by Zaxid.net on January 28.

It has been noted that to deliver the ruling, the 59-year-old mayor was first invited to the district territorial recruitment and social support center, and when he did not arrive, the center's management sent a letter to the police regarding his forced summoning.

In a video published by the Drohobych City Council on Facebook, Kuchma stated that on January 22, the Day of Unity, he and the leaders of Truskavets, Skhodnytsia, Boryslav, and Medenychi were invited to the military enlistment office.

The mayor of Drohobych reported that he could not attend due to previously scheduled official events and a meeting commemorating a fallen soldier.

"I thought I would be able to come at another time. But I was struck by something else. The next day, there was a letter from the territorial recruitment center to the police, stating that I was required to be brought in. This caused me outrage. The very fact of the letter. Naturally, such a situation could not have occurred. But there was a letter indicating that the city head could be delivered to the territorial center without reasons or explanations – simply because he dared not to appear at that time," – emphasized Kuchma.

He mentioned that he showed this letter to the board of the Association of Ukrainian Cities, where they were "shocked" by its content and by "what is happening in the country right now."

"Naturally, I went to the territorial recruitment center on Monday. […] I stated that such rules of communication with city heads are unacceptable. […] Secondly, I said that there are people who are appointed, and there are people who are elected. And the choice of the people must be respected… And this fact simply outraged me," – pointed out the mayor of Drohobych.

According to Kuchma, later at the territorial recruitment center, he was presented with a protocol for failing to meet mobilization tasks "that were assigned by the RMA."

"I immediately have a question: on what data and basis are the mobilization tasks given to us by the RMA, and what participation do they have in this?" – noted the city head.

Kuchma added that he was handed the protocol personally and he plans to appeal it in court.

"It is unsubstantiated, it has no grounds… This is a complete legal outrage," – believes the mayor of Drohobych. – "There should be resources. If there are no resources, and people were mobilized in 2022, 2023, 2024, how can we continue to mobilize our population, our people, in the same numbers? Will this not lead to collapse? Everyone who wanted and was supposed to – they have already gone."

On January 27, the Association of Ukrainian Cities publicly addressed President Volodymyr Zelensky regarding pressure on local self-government bodies. Among other things, the AUC recalled the letter from the Drohobych district territorial recruitment center to the police about the forced summoning of Mayor Kuchma to the military enlistment office.
