The Anti-Corruption Center has filed a complaint against Umerov with the National Anti-Corruption Bureau.

The Anti-Corruption Center has submitted a complaint to the National Anti-Corruption Bureau, claiming that Ukraine's Defense Minister Rustem Umerov has committed a crime under Part 2 of Article 364 of the Criminal Code of Ukraine, specifically abuse of power or official position. This information was shared in a post by the Anti-Corruption Center on Facebook on January 25.

According to activists, the Minister of Defense has refused to implement the decision of the Supervisory Board of the Defense Procurement Agency (DPA) to extend the contract with Director Marina Bezrukova for another year. Additionally, Umerov dismissed two members of the Supervisory Board who voted for this decision – Taras Chmut and Yuriy Dzhihir.

"The DPA charter provides for the establishment of a Supervisory Board, meaning that the Ministry of Defense, as the governing body, lacks the authority to refuse to extend the contract with the current head of the DPA. According to paragraph 7 of part 1 of Article 11-4 of the Law on the Management of State Property, such exclusive competence belongs to the Supervisory Board. Furthermore, Article 6 of the law outlines the powers of authorized governing bodies, including the Ministry of Defense, and does not grant the ministry rights to usurp the exclusive powers of the Supervisory Board," the CPC noted.

The organization believes that the minister's decision not to extend the contract with the head of the DPA was made with an abuse of power and official position, "deliberately, with the aim of extracting personal benefit and against the interests of the Ministry of Defense." The CPC added that, in their assessment, such a decision has led to severe consequences for Ukraine's interests and its defense capabilities.
