“On January 29, 2025, the head was changed from Arsen Kumadylov to Marina Bezrukova,” it is noted in the registry.

Vitaly Shabunin, head of the Anti-Corruption Center, mentioned on his Telegram that this was already the third change in the state registry regarding the head of the Defense Procurement Agency in just one week.

“Marina Bezrukova is again listed as the head of the Defense Procurement Agency in the registry, while Arsen Kumadylov is no longer mentioned even as acting head,” he wrote.

Shabunin recalled the timeline of events. According to him, on January 24, Defense Minister Rustem Umerov excluded Chmut and Djigiry from the Supervisory Board, temporarily suspended Bezrukova, and appointed Arsen Kumadylov as acting head.

“On January 25, a notary made illegal changes to the state registry: 1) removed Bezrukova and entered Kumadylov (without mentioning that he was acting). On January 27, we (the Anti-Corruption Center – ed.) detailed the illegality of the actions of both Umerov and notary Yermak with documents and screenshots,” noted the head of the Anti-Corruption Center.

Then, on January 28, the entry in the state registry changed again.

“A more or less legal formulation appears there – Kumadylov is indicated as acting during the suspension of the appointed (though suspended) director. By these actions, Yermak/Umerov acknowledged the falsification of the registry that we reported. On January 29, the entry about the head of the Defense Procurement Agency in the registry changes again. Now, Kumadylov disappears even as acting, and Marina Bezrukova returns to the head position,” Shabunin concluded.

Recall that last week, Ukraine's Defense Minister Rustem Umerov announced a change in the leadership of the Defense Procurement Agency. He stated that the Ministry of Defense decided not to extend the contract with Marina Bezrukova.

In turn, the Defense Procurement Agency reported pressure on the supervisory board from the Ministry of Defense.

On January 25, Anastasia Radina, chair of the Anti-Corruption Policy Committee in the Verkhovna Rada, stated that Umerov should submit his resignation. She commented on the scandal between the Ministry of Defense and the Defense Procurement Agency, saying it "destroys the reform of defense procurement".
