Ukrainian President Volodymyr Zelensky addressed the media on November 17, commenting on reports suggesting that Ukraine has received permission from Western allies to strike the territory of the aggressor nation, Russia, using long-range weaponry. On November 17, The New York Times reported, citing sources, that US President Joe Biden authorized Ukraine to strike within Russian territory using American long-range ATACMS missiles.

On the same day, Le Figaro reported on a similar authorization from France and the UK for the use of long-range SCALP and Storm Shadow missiles.
