"Another escalatory move by Putin aimed at testing the world's resilience to Russia's nuclear blackmail occurred on November 21. On that day, the Ukrainian city of Dnipro was attacked by a medium-range ballistic missile capable of delivering weapons of mass destruction. According to the initial examination of the debris, this was the first instance of such a missile being detected on Ukrainian territory," he stated.
The Ukrainian diplomat noted that the Russian missile was equipped with six warheads, each containing six submunitions, and followed a ballistic trajectory.
"Moscow's narratives following the strike, including comments from the war criminal Putin, once again highlighted Russia's intentions to convince the global audience of its complete impotence – this time demonstrating a readiness to kill Ukrainians not only with conventional means but also with nuclear capabilities," Kyslytsya declared.
On behalf of Ukraine, he urged UN member states, particularly those possessing nuclear weapons, to condemn "Russia's reckless saber-rattling with nuclear arms."
"It is important to remember that Putin's future actions will directly depend on the strength and resolve of our response. Essentially, his modus operandi (“method of operation” in Latin. – "GORDON") has always been straightforward: if his blackmail succeeds and his opponent shows weakness or a willingness to appease, a new and more serious escalation of violence and violations will inevitably follow. Conversely, if adequate measures are taken to deter Russia and reduce its aggressive potential, Putin will be halted. Therefore, the response to the current nuclear blackmail and threats from the Kremlin must include tightening sanctions and increasing military assistance to the side defending itself, its people, and the principles of the UN Charter," Kyslytsya said.
