Political expert Kulik suggests that the controversial judge Kripun may be connected to the court's decision regarding "Navigator Kit."

Corruption in Ukraine's oil and gas extraction sector has reached new levels due to weak public oversight, the discrediting powers of officials, and issues within the judicial system. This was stated by political scientist Vitaly Kulik, director of the Center for Research on Civil Society Problems, in his column for "Censor.NET."

The author highlighted the existence of what he calls the Bermuda Triangle of corruption, which consists of three main factors: the discrediting powers of officials, the monopoly on decision-making, and the lack of adequate public oversight. In his view, the Ukrainian corruption system transcends traditional schemes.

"Our country is distinguished by an innovative approach, creating new geometric – quadrilateral – forms of corruption," Kulyk noted. "The fourth corner of corruption, oddly enough, is the judicial system, where court decisions become known in advance, before the hearing and announcement of the ruling."

He believes this aspect is a crucial part of corrupt practices that allow for manipulation of judicial outcomes.

As an example, he cited the situation at "Ukrgasvydobuvannya" and "Ukrnafta" and the drilling of hundreds of new wells.

"With such a scale of work, there will always be someone looking to outsmart everyone and earn more than what is stipulated in the contracts," the political analyst remarked.

He wrote that "Ukrnafta," as a state-owned company, acted as the general contractor and signed a contract for the construction of wells No. 35, No. 36, and No. 37 at the Verkhomaslovetske field.

"However, once the drilling of the three wells was completed, the general contractor 'Navigator Komp' seemingly adopted the tactic of 'I am not I, and the house is not mine.' And, as our sources claim, they simply refused to pay the subcontractors, service drilling companies, and material suppliers for the completed work acts and services rendered for drilling, which were signed by the directors of the companies bearing the seals of both parties and for which taxes had already been paid," he detailed.

The drilling company has already received a ruling from the first court instance for the seizure of accounts, and according to court registries, indeed, the head of 'Navigator' Roman Kuntsiak is a defendant in case No. 910/12165/24 in the lawsuit filed by LLC "Naftogazburinnya," which sought to seize accounts and property amounting to 28 million UAH.

"And it is he, as investigators say, who should ultimately be held responsible for the large creditor debts owed to equipment and service suppliers for fulfilling the contract with the state 'Ukrnafta.' Kuntsiak has significant creditor debts to equipment suppliers, and to calm the creditors and assure them that soon all debts will be settled, the director presents a very convincing argument: that already on Monday (referring to the Monday that will occur on November 25, 2024) the arrest will be lifted, that there are agreements, and a person promised that payments will start on Monday," Kulyk noted.

The political analyst wrote that on Monday, November 25, Kuntsiak's appeal will be reviewed by the Northern Appeal Economic Court, composed of judges: Inna Skripka, Oleg Khrypun, and Antonina Malchenko.

"All events are unfolding according to the theory of the 'Bermuda Triangle,' the court has taken time for a 'creative approach' and announced a decision to declare a break in the court session. So how does the director of the defendant company already know the content of the ruling that the court has yet to issue? – the expert emphasized. – As investigators say, the decision regarding 'Navigator Komp' may involve the scandalous judge Khrypun, who has already been a subject of investigations by 'Bigus' (the project Bihus.info."GORDON") and NAPC,” the political analyst noted.

The investigation involved "multimillion-dollar houses and income discrepancies," he added.

"If on November 25 the ruling in favor of 'Navigator Komp' does indeed take place, it will mean that 'Bigus' were right about the 'integrity' of Judge Khrypun. It is logical to assume that he will act in the interests of the ultimate beneficiaries of 'Navigator Komp',” Kulyk concluded.
