In Ukraine, the rules for employee reservation from military service and the criteria for determining the criticality of enterprises have been updated.
This was announced by Prime Minister Denis Shmyhal on Friday, November 15.
According to Shmyhal, the following reservation rules will take effect from December 1:
- starting in December, all reservations will be processed through the "Diia" app;
- salary and the absence of debts to the budget are now mandatory requirements to reserve employees for the private sector;
- the average salary at the enterprise and for the reserved employee must be at least 2.5 minimum wages.
- the new procedure will come into effect on December 1. However, for those who already have deferrals, there will be a transitional period for the new conditions until February 28, 2025. By this date, all enterprises must resume the reservation of their employees.
- regional and sectoral criteria for the criticality of enterprises will now be coordinated with the Ministry of Defense and the Ministry of Economy.
Shmyhal also mentioned that by November 15, the government conducted an audit of enterprises and organizations classified as critical and eligible to reserve employees. According to him, the audit revealed several problematic issues that need to be addressed.
It is worth noting that in October, President Volodymyr Zelensky expressed dissatisfaction that 1.5 million people had already been reserved from mobilization. Due to abuses, it was decided to conduct an audit of critical enterprises.
Preliminary data presented by the Ministry of Economy indicate that the reservation process is being abused by no more than 10% of enterprises.
