The price for certain items in the procurement for building a shelter for the kindergarten in Starye Kodaki has doubled, according to media reports.

The Department of Education, Culture, Youth, and Sports of the Novoaleksandrovsky Village Council in the Dnipro District of Dnipropetrovsk Oblast ordered the construction of a shelter for a kindergarten in the village of Stari Kodaky from "Spetsstroymontazh-21" for nearly 35.33 million UAH on September 26, as reported by "Vidomo" referencing "Nashi Hroshi".

According to the tender documentation, a dual-purpose structure with protective features of a radiation shelter is to be built at the Starokodatsky kindergarten "Zhemchuzhynka" by the end of 2025.

The shelter is designed to accommodate 260 people. The project was executed by "KV Proekt" LLC, and the expertise was conducted by "UK Ekspertiza" LLC. The contract price is dynamic, meaning that the costs for construction materials will be based on prices that are current at the time of the work.

Our colleagues from the publishing house "Nashi Hroshi" uncovered blatant price inflation in the procurement, with costs for the diesel generator and roofing felt being twice as high. Here is the quote.

"In the final resource statement, the largest amount of 3.8 million UAH is allocated for hot-rolled reinforcing steel of periodic profile class A-II of various diameters (hereinafter, prices and amounts are stated including VAT).

Specifically, the 18 mm diameter rebar is listed at 54,919 UAH/t. "Metinvest-SMC" offers it for 33,500 UAH/t.

The 12 mm diameter rebar is priced at 51,600 UAH/t. The company "Metinvest-SMC" also offers it for 33,500 UAH/t, while the Kyiv-based "Metalobaza Ajax" offers it for 30,100 UAH/t. Additionally, "Bulat Metal" sells higher-grade A500C (welded) rebar for 33,800 UAH/t.

The Aksa APD-35A diesel generator is included in the estimate at 903,000 UAH. According to the localization certificate, it is produced by "Kompressor International" LLC. On this company's website, it is sold for 481,000 UAH, which is half the price. The company "Lux Electro" offers such a generator for 452,000 UAH, while the store "Vinur" has it for 427,000 UAH.

The roofing felt Technoelast EKP is priced at 567 UAH/sq. m in the estimate. On the manufacturer's website "Technonicol," it is sold for 314 UAH/sq. m and 256 UAH/sq. m depending on density. "Dom-Kryta" offers Technoelast EKP starting from 241 UAH/sq. m. Market prices are twice as low.

The head of the education department of the Novoaleksandrovsky Village Council is Olha Komyshan.

The Dnipro-based "Spetsstroymontazh-21" is managed by Oleksiy Telnov, with its founders being Halyna Telnova and Mykola Stanivoy.

Since 2018, the company has secured contracts totaling 3.13 billion UAH.
