He recounted that in December 2022, during a meeting at the National Security and Defense Council of Ukraine, Zaluzhny presented a report proposing the "transfer of military operations to the enemy's territory."
"At that time, in the version we discussed, it was about the Belgorod region. Such directions of actions were proposed to create a very serious threat to the enemy. I suggested more decisive objectives," noted Nazarov.
When asked if, for instance, the capture of Belgorod was considered, Nazarov replied: "Surrounding or blocking… In order to deprive the enemy of the ability to deliver fire strikes and missile attacks on Kharkiv and to create a threat to the northeastern flank of supply routes for the group operating in Donbas."
According to the major general, the discussion centered on launching an offensive on the territory of the aggressor state, Russia.
"In general direction – somewhere at the junction of the Kursk and Belgorod regions, generally towards Belgorod. It would have been enough to make a political decision. When a political decision is made, then specific directions of actions and timelines are detailed," Nazarov explained. "These proposals were voiced. Since they were not implemented, and Zaluzhny was removed afterward, I got the impression that they did not interest anyone."
