"Alongside its military aggression against Ukraine, Russia has initiated a large-scale hybrid offensive against Europe. It employs a full range of hybrid tools: from propaganda and cyberattacks to subversive activities and sabotage, interference in internal affairs, and attempts to destabilize entire countries," he wrote.
The Ukrainian diplomat noted that "Russia's hybrid efforts are active from Western Europe to the Balkans and the Baltic states," with the latest instances of interference occurring in Georgia, Moldova, and Romania.
"We urge all European governments and societies to acknowledge that they are under attack and to unite efforts to counter Russia's harmful influence," emphasized Sybiha.
